The public law of European countries has been subject to important changes, which undoubtedly reflects the deepening of the process of European integration and the globalization, as well as the tendencies to unify and standardize particular legal systems. The legal systems of post-communist countries of Central Europe are a good example of those changes and idiosyncrasies. After the socialist concept of law and its legal solutions were rejected in those countries, the question arose as to what the regulations regarding a variety of social life areas, the public law institutions, and the state itself should be like. Particular countries of the region tend to ignore the solutions from neighboring countries and focus more on drawing from the German and the French ideas. Undoubtedly, it stems from the fact that, as regards public law, those two systems used to be a source of the solutions adopted in our region. However, similar history, local peculiarities, comparable course of political transformation after 1989, and occurrence of similar phenomena and problems that transformation entailed suggest drawing from the experience and legal solutions of neighboring countries. The acquaintance with legal institutions functioning in the neighboring countries might be an invaluable source of knowledge not only for the legislator, but also for the science of law. Despite numerous research initiatives in the areas of comparative studies and the character of particular legal systems in Central Europe, it still remains "terra incognita" waiting to be discovered and examined. It is hoped that the monograph Current Legislative Problems in the Central and Eastern Europe Countries will be of help to achieve this goal.
The aim of the monograph is to present certain problems and changes in the legal systems of particular countries of the region against the background of common trends in European law. The authors of particular chapters discuss the directions of institutional changes in public law in particular countries of Central and Eastern Europe (change trends and reforms of administrative procedure, the subject and features of public administration, access to public information, issues regarding the public and legal interests in the Construction Law, issues regarding administrative penalties) and present certain general trends in European public law (regarding administrative procedure and macro-prudential policy).
We are hoping that this publication will expand the knowledge of legal institutions in the countries of Central Europe, and make it possible to learn about current trends and directions in the research conducted by law scholars in particular countries of our region.
