The main purpose of the course is to determine whether the budget of the European Union and its instruments create favourable conditions for socio-economic integration. The main driver of that determination will be identifying factors inherent in the European Union and its financial instruments that can determine the progress of integration processes in the EU. The book analyses the ability of the European Union to manage its funds and the impact on the EU budget of the largest enlargement in the history of the EU, which took place in 2004, and the conseąuences for Poland.
During the course the students will discuss the main points of the current debate on the EU budget reform and the directions the EU budget could evolve, stressing the benefits and drawbacks of the eventual changes. These changes concern both sides of the general budget. Revenue-side reforms will introduce European taxes. The expenditure side, meanwhile, concerns the size of the EU budget and changes in the budget structure, which could take into consideration the prospects of globalisation and EU development.
